WHAT: Commissioners meeting Wednesday

PRESENT: Mauro Cantalamessa, Frank Fuda and Niki Frenchko

The board:

• Approved the posting and national advertising for the vacant position of director at the Trumbull County 911 Center;

• Accepted a $44,000 maintenance bond issued by Western Surety Company of South Dakota, submitted by Howland Commons and Meijer Stores Limited Partnership, for a sanitary sewer extension for Meijer Store 329, which is under construction at the Eastwood Mall complex in Niles;

• Amended an agenda item from February to no longer authorize the county engineer to purchase a 2020 CB8 Tandem Vibratory Roller from OHIO CAT, as the supplier can no longer provide it. Per the original agenda item, the county engineer will still purchase a 2022 Weiler P385C Paver from OHIO CAT for $226,800. The agenda item also was amended to reflect the authorization of the purchase of a 2020 BOMAG BW14AD-5 for $95,400 to replace the 2020 CB8 Tandem Vibratory Roller;

• Granted permission to the county engineer to close Budd Street at the intersection of Service Avenue in Brookfield from Nov. 28 to Jan. 27;

• Accepted the resignation of Katelyn Bower as telecommunicator with the Trumbull County 911 Center;

• Accepted the resignation of Nancy Marscio as employee relations / risk management representative with the Trumbull County Human Resources Department;

• Awarded contracts to Garwin Inc. of Girard, Comfort Care-a-Van of Youngstown, All American USA Taxi Inc. of Warren and Country Neighbor Program Inc. of Orwell to provide on-demand service for Trumbull County residents using the Trumbull Countywide Senior and Disabled Transportation Service from Dec. 1, 2022, to Nov. 30, 2024, for a total of $1.66 million. For the first year, $750,000 will come from the Senior Levy, $150,000 will come from the Trumbull County Board of Developmental Disabilities, $200,000 will come from the commissioners via the county sales tax and $557,000 will come from a grant from the Ohio Department of Transportation. The local funding sources will remain the same for the second year, but the ODOT grant is a year-by-year grant;

• Did not vote on a motion brought to the floor by Frenchko to rescind the hiring of Charles Leightner as the interim county human resources director for $8,600 per month, which the board passed Nov. 16 and Frenchko voted against at the time. The motion notes that the hiring did not comply with county policy and is ethically questionable. The motion died for the lack of a second;

• Did not vote on a motion brought to the floor by Frenchko to approve the posting and national advertising for the vacant position of Trumbull County human resources director, as the motion died for lack of a second.
