Drawing results for Ohio marijuana dispensary licenses released; here’s how to read the


Results of the latest drawing for medical marijuana dispensary licenses — a process referred to as RFA II — were released by the Ohio Medical Marijuana Control Program on Monday, Jan. 31.

The results show at what number every application was drawn by the Ohio Lottery Commission. It is not an official list of winners of provisional licenses.

This is because, with the drawing complete, regulators must begin scrutinizing the applications of tentative winners to make sure they qualify for a provisional license.

For example, if a tentative winner’s dispensary site turns out to be within 500 feet of a school, church or library, then their application would be disqualified. Other reasons to be disqualified include the following: an applicant not demonstrating having enough funding to operate a dispensary; an applicant reaching the max number of five licenses that one entity can own; or an applicant violating some other state statute, rule or term of RFA II.

Ohio Board of Pharmacy spokesman Cameron McNamee said it’s the state’s intention to complete this process and announce recipients of provisional licenses sometime this spring.

There was a total of 1,457 applications across the state involved in the drawing for 73 new licenses. Winners are first-come-first-served. In a situation where there are multiple potential license winners on the same property, only the first drawn wins out, unless the applicant ahead of them is disqualified.

In the event a tentative winner is disqualified during regulatory scrutiny, the next in line for a license would be the next one down on the drawing list for the respective district.

Take, for example, district Northeast-2, which is comprised solely of Cuyahoga County.

There were 208 applications in the district for seven available licenses — the district is being allotted 12 shops now instead of five.

The first 10 applications pulled for that district are as follows:

• OPC Retail II LLC; 1978 West Third St., Cleveland

• Nectar Markets of Ohio LLC; 21100 St. Clair Ave., Euclid

• Twice The Wellness LLC; 27900 Chagrin Blvd. Suites 900B and 900C, Woodmere

• Green Power OH LLC; 13429 Lakewood Heights Blvd., Cleveland

Ohio Cannabis Ventures LLC; 27900 Chagrin Blvd. Suites 900B and 900C, Woodmere

Citizen Real Estate LLC; 21100 St. Clair Ave., Euclid

Natures Provider LLC; 13429 Lakewood Heights Blvd., Cleveland

• NATURE MED OH LLC; 8811 Garfield Blvd., Garfield Heights

• Citizen Real Estate LLC; 3924 Mayfield Road, Cleveland Heights

• The Source Holding Ohio LLC; 14481 Cedar Road, South Euclid

The tentative winners of dispensary licenses in this district would be the first seven names.

However, three of those first seven names (the ones in bold) are tied to the same addresses of applicants that were drawn ahead of them.

Therefore, those applicants (the ones in bold) would seemingly be ineligible for licenses — again, unless the applications at the same addresses ahead of them are disqualified for some reason. There simply can’t be two active licenses tied to one site.

Therefore, the unbolded names in that list of 10 would be the tentative provisional license winners in Cuyahoga County, district Northeast-2.
